On Wednesday, EU leaders met at a summit in order to discuss and agree upon the next EU Council president and the next high representative for foreign policy. However, due to a slew of disagreements, a consensus was not reached and a new summit has been scheduled. This incident has had ramifications on leaders’ expectations for the deal.
