Militant insurgents from the Islamic State of Syria and the Levant (ISIS), a branch of al-Qaeda, have taken over the city of Tikrit. This gain swiftly follows the group’s take over of Mosul, Iraq’s second largest city. PM Nouri-al-Maliki has asked parliament to declare a state of emergency.
